A surprising amount of information online still describes New Territory as unincorporated, and if a quote has been priced on that basis the permitting step is probably missing from it.

Electric service in New Territory is distributed by CenterPoint Energy. Whichever fuel you're on, the supply line has to be sized for the generator's demand — an undersized gas run is one of the most common reasons a unit that passed inspection still struggles under load.
